Submitting a URL in your sitemap is a hint to Google, not a guarantee of indexing. When pages remain unindexed despite being in your sitemap, you need to diagnose the specific reason for each URL — the causes range from content quality signals to technical conflicts that prevent indexing entirely.

Having a URL in Your Sitemap Does Not Guarantee Indexing

Google reviews each page and makes its own quality judgment. Pages with thin content, duplicate content, or low-value information will be listed in your sitemap but skipped. Fix the underlying content issues first.

Canonical Tags Are Pointing Elsewhere

If your pages have canonical tags pointing to different URLs, Google will index the canonical target instead. Check every page in your sitemap and confirm the canonical tag matches the URL exactly.

Pages Are Behind a Login or Require Special Access

If Googlebot cannot access your pages without logging in or accepting cookies in a specific way, it will crawl a broken version. Use the URL Inspection tool to see what Google actually sees when it visits your page.

Sitemap Contains Paginated or Faceted URLs

Filter pages, sort pages, and paginated archives often end up in sitemaps accidentally. Google typically will not index these as they offer no unique content. Remove all faceted navigation and pagination URLs from your sitemap.

Low Domain Authority and Limited Crawl Budget

New or low-authority sites get limited crawl budget. Even with a perfect sitemap, Google may deprioritize your pages. Build backlinks, improve internal linking, and reduce crawl waste to get more budget for important pages.

Fix and Resubmit Your Sitemap

After fixing content and technical issues, resubmit your sitemap in Google Search Console. Go to Sitemaps, delete the existing submission, and submit fresh. Then use the URL Inspection tool to request indexing for priority pages.

How to Use URL Inspection to Diagnose Each Case

The URL Inspection tool in Google Search Console is the most direct way to understand why a specific page isn't indexed. Paste the URL and look at three fields: the Coverage status (which tells you Google's verdict), the Detected Canonical (which reveals if Google is consolidating to a different URL), and the Crawled As section (which shows what Googlebot actually received). Each of these fields points to a different class of fix — canonical mismatch, rendering issue, or a quality signal problem.

Crawled Currently Not Indexed vs Submitted URL Not Indexed

These two GSC statuses have different meanings and require different fixes. "Crawled currently not indexed" means Google visited the page and decided not to index it — typically a content quality or duplicate content issue. "Submitted URL not indexed" means the URL is in your sitemap but Google hasn't even crawled it yet, which usually indicates a crawl budget or prioritization problem. Confusing the two leads to wasted effort: content improvements don't fix crawl budget issues, and crawl budget fixes don't fix quality signals.

Content Quality Threshold and How Google Decides

Google applies an internal quality threshold before indexing any page. Pages that fail this threshold are often described in GSC as "Crawled — currently not indexed." Signals that lower the quality score include: very short content relative to competitors, content that is nearly identical to other pages on the same or different sites, excessive boilerplate text, and low engagement signals on already-indexed pages. To pass the threshold, add unique analysis, original data, or expert commentary that differentiates each page from similar content in Google's index.

Noindex Tag Conflicts in Sitemap

A sitemap URL that carries a noindex directive sends Google a contradictory signal: your sitemap says "index this" while the page itself says "don't index this." Google resolves this conflict by honoring the noindex directive and reporting the URL as excluded in Coverage. Audit your sitemap regularly using a sitemap checker that tests the HTTP response and meta tags of every URL, so these conflicts are caught before they affect indexing.

Recovery Timeline After Fixing Issues

After fixing the underlying issue — whether a noindex conflict, a canonical mismatch, or a content quality problem — expect a variable recovery window. Technical fixes like removing a noindex tag can be confirmed with URL Inspection and resolved within days once Google recrawls. Content quality improvements take longer because Google needs to recrawl, re-evaluate, and then choose to index the page, which typically takes two to eight weeks for established sites and longer for newer domains with limited crawl frequency.

Using Request Indexing Effectively

The "Request Indexing" button in URL Inspection asks Google to prioritize crawling a specific URL. It is most useful immediately after making a fix — for example, after removing a noindex tag or updating a canonical — to confirm the correction is picked up quickly. However, it is rate-limited and should not be used as a substitute for fixing the underlying issue. Requesting indexing on a page with unresolved quality problems will result in the same non-indexed outcome after Google visits the page again.
