Why GSC Shows Your Sitemap as 'Success' but Pages Still Aren't Indexed

The green "Success" status in Google Search Console's Sitemaps report is one of the most misleading signals in SEO. It means exactly one thing: Google was able to fetch and parse your sitemap file without a server error. It says nothing about whether the URLs inside that sitemap are being indexed, crawled, or even considered. Understanding the gap between "sitemap fetched successfully" and "pages are indexed" is one of the most important diagnostic skills in technical SEO.

Here are the seven most common reasons pages don't get indexed despite a green sitemap status — and how to diagnose each one beyond what GSC tells you directly.

1. GSC Shows Submitted Count, Not Indexed Count

First, clarify what you're looking at. The Sitemaps report in GSC shows two numbers: "Submitted" and "Indexed." Many people notice the green status and the submitted count but don't check the indexed count. When those numbers diverge significantly — say, 1,200 submitted and 340 indexed — that gap is your real problem, not a sitemap parsing error.

How to diagnose it: Navigate to GSC > Indexing > Pages. Filter by "Not indexed" and look at the reason breakdown. Google categorizes unindexed pages into reasons like "Crawled — currently not indexed," "Discovered — currently not indexed," "Duplicate without user-selected canonical," and others. Each reason points to a different root cause. The Sitemaps "Success" status is orthogonal to all of these.

The submitted vs. indexed gap is the actual metric to track, not the success/fail status of the sitemap fetch itself.

2. Sitemap Has URLs But Pages Have Noindex Tags

This is a direct contradiction that Google resolves in favor of the noindex directive every time. If a page contains <meta name="robots" content="noindex"> or returns an X-Robots-Tag: noindex HTTP header, Google will not index that page regardless of how prominently it appears in your sitemap. Your sitemap will continue to show as "Success" because Google successfully fetched it — it just won't act on those specific URLs.

This happens most often after site migrations (where staging noindex tags were never removed), after CMS plugin changes that add noindex to entire post types, or in WordPress sites where the "Discourage search engines" setting was toggled and then untoggled — sometimes leaving residual noindex signals behind.

How to diagnose it: Use the URL Inspection tool in GSC on several of your unindexed sitemap URLs. Look at "Indexing allowed?" in the results. If it shows "No: noindex," you have noindex tags on indexed pages. At scale, use Screaming Frog with the List mode: paste in your sitemap URLs and crawl them specifically to extract all meta robots values. Filter for any containing "noindex."

3. Canonical Tag Points Away From the Submitted URL

A canonical tag is a stronger signal than a sitemap entry. If your sitemap submits https://yourdomain.com/blog/article but that page contains <link rel="canonical" href="https://yourdomain.com/blog/article/"> (with a trailing slash), Google will treat the trailing-slash version as canonical and may or may not index the non-trailing-slash version. The sitemap entry for the non-canonical URL gets effectively ignored.

This shows up in GSC as "Alternate page with proper canonical tag" in the Not Indexed reasons. It's extremely common on sites where the URL normalization convention (trailing slash vs. no trailing slash, www vs. non-www, HTTP vs. HTTPS) isn't applied consistently across sitemap generation and canonical tag generation.

How to diagnose it: Take 20 URLs from your sitemap and inspect each one with "View Page Source" or the URL Inspection tool. Compare the sitemap URL exactly character-for-character against the rel=canonical value. Any mismatch — protocol, www, trailing slash, capitalization — means the sitemap is listing the non-canonical version.

4. Robots.txt Blocks Crawling of the Submitted URLs

Google can successfully fetch your sitemap (hence the "Success" status) but then be blocked from crawling the URLs listed within it. These are two separate fetch operations: one to get the sitemap file, one to crawl each listed URL. A robots.txt Disallow rule blocks the second step but has no effect on the first.

The confusing part: GSC will show these URLs as "Submitted" in the sitemap report, because they were submitted — Google just can't fetch them. In the Pages report, they'll appear under "Blocked by robots.txt."

This most commonly happens with URL path patterns. A robots.txt rule like Disallow: /category/ blocks all category pages even if individual category pages are explicitly listed in your sitemap.

How to diagnose it: Use GSC's robots.txt tester (Settings > robots.txt) to test the specific paths of your sitemap URLs. Alternatively, use Google's robots.txt testing tool and paste the paths of your unindexed sitemap URLs. Any path that returns "Blocked" is your problem. For bulk analysis, the robots.txt checker in Screaming Frog can test all URLs in your sitemap against your robots.txt simultaneously.

5. GSC Cache Lag — The Sitemap Was Fixed but GSC Shows Old Data

Google Search Console data is not real-time. The data you see in the Sitemaps report, the Coverage report, and the URL Inspection tool reflects what Google knew as of its last crawl of your site — which can be days or weeks behind the current state of your pages.

If you fixed a noindex bug, removed a robots.txt block, or corrected a canonical mismatch yesterday, GSC will continue showing the old "not indexed" status until Google recrawls those pages and reprocesses the data. This lag can be 2–4 weeks for low-crawl-priority pages. In the meantime, the sitemap shows "Success" but the pages are still listed as not indexed — even though the underlying problem is already fixed.

How to diagnose it: Use the URL Inspection tool in GSC on a specific page. Click "Test Live URL" — this bypasses the cache and fetches the current state of that page right now. If "Test Live URL" shows the page is indexable but the cached data shows it as not indexed, you're experiencing lag. The fix isn't to change anything — it's to wait, or to request indexing via URL Inspection to expedite crawling for high-priority pages.

6. Soft 404s — Pages That Return 200 But Have No Real Content

A soft 404 is a page that returns an HTTP 200 status code but contains content that signals to Google that the page doesn't really exist or has no value — things like "No results found," "Product unavailable," empty category pages, or user-facing error messages wrapped in a 200 response. Your sitemap fetches successfully (200 response), so GSC reports "Success," but Google's quality evaluation decides not to index the page.

This is especially common in e-commerce sites where out-of-stock product pages, discontinued category pages, and empty filtered URLs get included in sitemaps. Google is increasingly sophisticated at detecting thin or content-free pages regardless of status code.

How to diagnose it: In GSC Pages > Not Indexed, look for "Soft 404" as a specific reason. For URLs not flagged there but still not indexed, visit the pages manually. Look for: very thin content (under 200 words of meaningful text), "no results" messaging, placeholder content, or pages that are essentially identical to each other. Pages that shouldn't exist in your sitemap should be either given real content, redirected to a relevant page, or removed from the sitemap and served with a proper 404.

7. Page Quality Signals Causing Crawl Deprioritization

Even when every technical signal is correct — the sitemap is valid, there's no noindex, robots.txt allows crawling, the canonical is self-referencing — Google may still choose not to index a page. This happens when Google's quality assessment determines that the page doesn't add enough value to the index.

GSC categorizes these as "Crawled — currently not indexed." Google crawled the page, evaluated it, and decided not to index it. Common underlying reasons: the content is too similar to other pages on the web (thin content problem), the page has very few inbound internal links suggesting it's low priority, the domain has accumulated a poor quality signal due to previous policy violations or thin content, or the page simply isn't useful enough relative to what already exists in Google's index on that topic.

This is the hardest diagnosis because it requires editorial judgment, not just technical checks.

How to diagnose it: For pages classified as "Crawled — currently not indexed," ask: Does this page have a clear unique purpose? Does it cover a topic substantively? Does it have meaningful inbound internal links from other pages on your site? Is it genuinely different from similar pages that are already indexed? If the answer to any of these is no, the path forward is content improvement — not sitemap tweaks. Adding more internal links to the page and expanding its content are the most reliable levers.

Building a Real Indexing Dashboard Beyond GSC 'Success'

The "Success" label in GSC is a starting point, not a finish line. A more useful set of metrics to track:

  • Sitemap submitted URL count — how many URLs are in your sitemap
  • Sitemap indexed count — how many of those GSC has indexed (shown in the Sitemaps report)
  • Total site indexed count — from the Pages report, total indexed pages (should roughly match or exceed the sitemap indexed count)
  • Not indexed reasons breakdown — the distribution across noindex, canonical, robots.txt, soft 404, crawled-not-indexed, etc.

When you submit a sitemap and it says "Success," immediately check the indexed count. If it's significantly lower than submitted, open the Pages report and look at the Not Indexed breakdown. That breakdown will tell you which of the seven scenarios above is your actual problem — far more accurately than the green checkmark on the Sitemaps page.
